When New York State published the results of its nineteenth-century censuses, Indians Page 16 were grouped by reservation. Since other Iroquois, mostly Cayuga, lived on the two Seneca Nation reservations, Cattaraugus and Allegany, the Seneca Nation population is not the simple sum of these two reservations. Federal census publications grouped the Senecas differently in different yearssometimes by reservation, sometimes as Iroquois, sometimes as clusters of counties that contained Indian reservations, and sometimes as Senecas, which then included the Tonawanda Band of Senecas and any Seneca Indians living off the reservation.

BIA agencies were never supplied as well as they should have been, and perhaps even the most dedicated bureaucrats realized that they and the Indians they served could profit by inflated population figures. Or, at many reservations, especially the Navajo Reservation, agents simply had no idea how many Indians actually lived there and had no resources to conduct the censuses required by the commissioner of Indian Affairs. 2 Another complication is that, for most of its history, the BIA had no working definition of tribal membership.
